What are the categories of citizens of Ukraine who can use the yeOselya program?

Separate categories (mortgage at 3% per annum):

  • Servicemen of the Armed Forces under contract,Security Service of Ukraine,Foreign intelligence services of the Main Directorate of Intelligence of the Ministry of Defense , National Guard, State Border Service, Department of State Security, State Special Communication Service, State Special Transport Service, military prosecutors of the Office of the Prosecutor General, employees of the State Emergency Service, employees of the Judicial Guard Service, persons of the commanding staff of the Special Operations Directorate of the National Anti-Corruption Bureau, detectives and senior detectives of the National Anti-Corruption Bureau, persons of ordinary and commanding staff of the State Bureau of Investigation, detectives and officers of the Bureau of Economic Security, police officers and their family members.
  • Medical workers are specialists and professionals of health care institutions of state and communal ownership.
  • Pedagogical workers of educational institutions of state and communal ownership.
  • Scientific and pedagogical workers of educational institutions and scientific institutions of state or communal ownership.

Other categories (mortgage at 7% per annum):

  • War veterans and members of their families, combatants, persons with disabilities as a result of the war, families of dead war veterans, defined by Article 10 of the Law of Ukraine “On the status of war veterans, guarantees of their social protection,” as well as families of dead (dead) Defenders and Defenders of Ukraine.
  • Internally displaced persons.
  • Other citizens who do not own housing, or its area is less than 52.5 m ² + 21 m ² for each subsequent family member additionally.
What are requirements for housing that is purchased?

In the case of buying housing in the secondary market:

  • for candidates belonging to the Separate categories and category War veterans and their family members – an apartment in a house or a residential building without age restrictions, except for those located in the regional center or Kyiv (the requirement for commissioning within 10 years before the date of the contract)
  • for candidates belonging to the category Internally displaced persons and Other citizens of Ukraine – an apartment in a house or a residential building, for commissioning within 3 years before the date of conclusion of the mortgage agreement.

In the case of buying housing in the primary market:

  • at the stage of issuing a loan – mortgage property rights to real estate;
  • after state registration of ownership of real estate – a mortgage directly to real estate, property rights to which were acquired with the involvement of a loan.

Such real estate may be an apartment located in a construction object accredited by the Bank – a house, the right to perform construction work of which was received before 10.10.2022, and property rights to which are acquired under one of the schemes concluded between the Bank and accredited participants in the construction of general cooperation agreements
